বাংলাদেশ জলবায়ু পরিবর্তনের ফলে বাংলাদেশ সবচেয়ে ক্ষতিগ্রস্থ দেশ। নিউয়ইর্কে জলবায়ু পরিবর্তনের সম্মেলনে বাংলাদেশ সবচেয়ে গুরুত্ব পেয়েছে । ১৫তম কোফেন হেগেন সম্মেলনের পর এই দুটি বিশ্ব সম্মেলনে আমাদের অনেক প্রত্যাশা । । আমাদের প্রত্যাশা ,আন্তজার্তিক সমপ্রদায় জলবায়ু পরিবর্তন চ্যালেঞ্জর মোকাবেলার কারবার ব্যবস্থা নিতে সমথর্ হবে।
জলবায়ু পরিবর্তনে বাংলাদেশের ভুমিকা অতি নঘন্য। কিন্তু বাংলাদেশ জলবায়ু পরিবর্তনেনর অন্যতম শিকার। বর্তমান সময়ে দেখা যাচ্ছে বন্যা, ঘূর্নিঝড়,খরা এমনকি ভূমিকম্প মতো দুর্যোগগুলো বেড়েই যাচ্ছে । বৈজ্ঞানিক ভাবে প্রমানিত, এগুলো প্রকৃতির উপর মানুষের নিষ্টুর আচরণের ফল। বস্তুত বাংলাদেশ উন্নয়ন কমর্সূচীর উদ্দেশ্য- দূষিত গ্যাস নির্ধারনকৃত উৎসগুলো মানব কল্যাণোর্থে ব্যবহারে উৎসাহিত করা। এটা আমাদের উন্নয়ন লক্ষ্য অর্জনের সাথে যুক্ত। এমডিজি লক্ষ্য অর্জন দ্বারা আমাদের খাদ্য নিরাপওা ও কৃষি উৎপাদন, এলাকার সংবেদনশীল স্বাস্থ্য জল সম্পদ ,কৃষি,সংস্কৃতি,শক্তিশালী নগর পরিকল্পনা, পযর্টন এর সঙ্গে যুক্ত। ঝুকিপূর্ণ কারণগুেলা হ্রাস করে জলবায়ু পরিবর্তনের প্রতিদ্বন্ধিতা দূর করা আমাদের সরকারে জাতীয় পরিকল্পনার কৌশল। টেকসই উন্নয়নের জন্য জলবায়ু পরিবর্তনের সাথে অভিেযাজন করাও আমাদের লক্ষ্য। আমরা দুর্যোগ ব্যবস্থাপনায় তারাতারি সতর্কবার্তা প্রচার করার ব্যবস্থা করি, যাতে দুর্যোগ হ্রাস হয়। বাংলাদেশ ইচ্ছা আনর্্তজাতিক সমপ্রদায়ের সাথে অভিজ্ঞতা ভা্গাভাগি করা। সরকার জলবায়ু পরিবর্তন এবং জলবায়ূ অভিযোজন তরাত্নিত্ব করার জন্য অনেক পদক্ষেপ গ্রহন করেছে। নদীভাঙ্গন ও যোগােযাগ ব্যবস্থাও উন্নত হয়েছে। বাংলাদেশে সমুদ্রতলপৃষ্ট থেকে পয়তালি্লশ ফুট উচ্চুতে স্থায়ী আশ্রয়কেন্দ্র বসাতে হবে। যাতে দুেযর্াগের সময় হাজার হাজার দুর্যোগপূর্ন মানুষ সহজে আশ্রয় নিতে পারে।
আমাদের পরিকল্পনা সবুজ প্রযুক্তি বাস্তবায়ন করে ডিজিটাল বাংলাদেশ ২০১১ প্রতিষ্ঠা করা। এ ধরনের কাজের জন্য ব্যয় বহুল। তাই আমরা আনর্্তজাতিক সমপ্রদায়কে সম্মেলনে ডেকেছি।
আমাদের উদ্দেশ্য কোপেন হেগেন কনফারেন্সে চূড়ান্ত ফলাফলের মধ্যস্তা করা। এটা এখন বর্তমান বিশ্ব নেত্বৃবৃন্ধের জন্যও সংকটাপূর্ণ । যারা অধিকার আদায়ের আন্দোলনকে নিরুৎসাহিত করে। আমি অনুষ্ঠানে তাদের বলেছি, কোফেনহেগেনের সিদ্ধান্তকে অবশ্্যই অভিযোজন অনর্্তগত করতে হবে। শিক্ষিত , দূরদশর্ী ও সহজে অর্থায়ন প্রক্রিয়া নিশ্চিত করতে হবে। সবুজ প্রযুক্তির স্থানান্তরও অল্প খরচে জলবায়ু অভিযোজন করা স্বল্প উন্নত দেশের জন্যবাধ্যকতামূলক। ক্ষতিপূরণ প্রক্রিয়া কার্যক্রম অনুযায়ী হতে হবে। সবাই উপলদ্ধি করতে হবে – টেকসই জীবন-যাপনের জন্য সবুজ বিশ্ব অর্থনীতি একান্ত দরকার।
