Need climate justice and proper negotiation. Everything needs to be considered in points of justice and proper negotiation….
First of all, the Bangladeshi government’s commitment regarding adaptation or mitigation which is not really our agenda, but adaptation to for climate change their agenda much of all commitment there. It is not yet of political commitment either, whatever is going on the programs, the government initiatives are mainly driven by foreign quarters or lenders or other agencies involve in the country.
The commitment towards addressing climate change convincingly and properly so that, this is the prevent irreversible climate change is not seen any national forum either. That is the UN negotiations appear to be more about expending business opportunities rather than actually handling or addressing climate change as such and advanced developing countries like China, India, Indonesia who are fast becoming major emitters compare to the USA or European Union. They are seen to be hanged up on their self-narrow interest, claiming that, one country is the largest emitter while the other country claims that perhaps a mission someone else is far how. So and then there is a negotiation of which country should take on the most commitment.
In the end, what happen, are that citizen of rich developed countries or small island developing countries and the sufferers? There is no real sincere commitment towards actually handling the issue globally. That is one side of the matter.
On the other hand, there is the question from Bangladeshi perspective. It is a question of management of fund. Bangladesh is being a leading less developed country. Its previous finance minister of the emergency government agreed to handover the management of climate change funds to World Bank, which all developing countries had actually opposed in Bali and other UN forums. Now Bangladesh agreed to handover Bangladeshi climate change funds to World Bank. Bangladesh has set up a very bad example for the output other least development countries in a very compromising situation. It is a much-occurred position for that. Here, Bangladesh is agreed to allow World Bank, which is not by the way the most climate friendly organization in the world!
They have their own problem. By agreeing to allow World Bank to handle this funds, Bangladesh has actually legitimized World Bank’s position that they should be allowed to handle this funds and act as a secretariat and manage this funds. Although, their management and the way, than they earns this fund and the kind of conditions. They will attach to it might be very much retro rental for development of developing countries and the poor countries.
Finally, this issue needs to be seriously considered although there is a substantial portion of the global players trying to handover the funds or the management of this climate change funds to organizations like World Bank. This actually be handled by national committees which should include and must include political establishment the excluded groups, minorities, in all sciences geographic minorities or ethnic minorities or releases minorities. Women and citizens from the indirect cross section of the society whose should be will to reasonable voice in how this fund are spent and managed. That should be case for every country or however those countries choose. And it should not be the set formula that World Bank, would any similar organization, would get to handle or manage all the climate change funds that is going to bad country, that’s another point.
Finally, what I want to mention was the issue of climate refugees! There is not yet to be concrete definition of climate refugees. Whatever happens, whenever people migrate within a country? They trained is to claim that migration was not due to climate change, but more because of economic reasons. So they have been branded as economic refugees rather than climate refugees. It goes to the interest of the developed countries in the world, because they would be least affected. In addition, it goes to the disadvantage of the least developed countries who will be most affected. If there is no concrete definition of climate refugees, one that appropriately accommodates the kind of they recommend that people face in countries like Bangladesh, Tovalu or Maldives. It will be very difficult to claim any kind of compensation or even for move for relocation of climate refugees in other countries, which are not like into, be affected by climate change.
Although, there have been agreements between southern countries to accommodate climate refugees one country to another. However, in Bangladesh, escape or in similar countries were not so obvious by river erosion. There must be an understanding about the concept of climate refugees of climate migration that I think is very important days for country like Bangladesh.
