I am a disaster and climate change specialist with more than 15 years of experience in 30 countries in Asia, Africa, Europe and Carrabia.
My Biography
With more than 15 years of experience in 30 countries in Africa, Europe and Asia, my work focuses on understanding how empowerment of people, social actions and better governance can solve the disaster and climate change problem. I have written widely on independent publications, books and journals on global humanitarian policy, climate change adaptation and disaster risk reduction.
As an independent consultant, I worked for NGOs, Donors, UN, Academic Institutions—and government. My work focuses on following area:
National Polices. I helped drafting National DRR Framework of Government of Malawi and National Community Based Risk Redaction Strategy for Government of Cambodia.
Multi-country Programme Design. I worked on designing 20 plus climate change adaptation and DRR programmes for my clients in Africa and Asia.
Policy, strategy and guidelines. I was one of the consultants of UNFCC writing DRR and CCA technical paper. Did similar work for Oxfam GB and actionaid international.
Research. I have done extensive research on climate change and disaster issues, notably ‘climate change and urban flooding in six African cities’, ALNAP’s synthesis lesson on flood, famine and public accountability in Ethiopia, analysis on SAARC disaster management policy, status of disaster preparedness in Bangladesh (book), UNFCCC’s technical paper on DRR and adaptation.
Evaluations and reviews. Delivered 20 plus evaluations of major humanitarian emergencies over last 15 years as team leader: DEC Bangladesh cyclone Sidr Appeal (involved 13 member agencies), RTE Pakistan DEC Appeal 2010, IFRC South Asia DRR evaluation; and evaluation of the Humanitarian Cluster System in Bangladesh 2008 and more recently consortium review in Myanmar, Early recovery for UNDP and response programme in Haiti.
Facilitation and capacity building. I helped clients to develop appropriate capacity building strategy to manage growing disaster problem in complex and competitive humanitarian environment. And facilitated disaster and climate change training in 20 countries. I helped actionaid developing their global disaster management manual.
I was employed at ActionAid until 2006 in various key management and policy positions nationally and internationally. I was ActionAid’s Emergency Policy Advisor in London and Asia; and International Tsunami Coordinator (multi-country £30 million project) based in India/Sri Lanka.
He is the former Member of the Steering Group Tsunami Evaluation Coalition and member of the Editorial Board at Southasiadisasters. He authored/contributed chapters in three books including Adapting Cities to Climate Change (chapter author) published by Earthscan; chapter contributor of the book on Owner Driven Post Disaster Reconstruction by Practical Action Publications and Lead author of chapter on political economy of climate change published by IDS, Sussex University.
He earned a master’s in anthropology and currently lives in Dhaka, Bangladesh.
